A method of regulating judgment matrix using a consistent rule

A method of deriving information from a judgment matrix and regulating it according to an internally consistent rule is discussed. The main idea is that we can structure n consistent matrices by the elements arranged in rows of the judgment matrix (n × n), and distinguish the exact information of the primary matrix from the consistent matrices, and then bring forward a means to regulating the primary matrix according as consistent rule.
