Based on membership function and two-phase approach, in this paper, a new method for bi-level multi-objective decision-making is presented. The method can not only obtain the Pareto optimal solution but also enables the Upper Decision Maker to play a great role in decision-making. Finally, the feasibility and applicability of the method are demonstrated by a numerical example.
